When you burn or oil or gas, you do oxidise the carbon - but that takes in energy!  The heat light and X rays, are actually produced as you fire up the steam plasma.

You can fill a cylinder with steam, and use high voltage electronics to fire up the steam plasma direct.  And produce carbon zero heat!

The steam plasma smashed use the water molecules into massive heat with lower power light and X rays.  It is a matter burner!  This system should self sustain at four atmospheres, but my American friend used a non pressurise steam plasma.
