We can use some 18th century published science to warm and cool the air.  So in summer we are interested in cooling the air.  But in the winter, we obviously want to warm the air.  Am I want to all carbon zero!

The start by firing up a 15x1.5cm steam plasma in a glass centre.  Using the high voltage electronics from a fluorescent light to start the plasma off.  Which then self sustains, or we had just 10⁻ⁱ⁶cc of regular water.  We start off with a little spring loaded water reservoir or with a 5 cc of regular water in.  And never worry about it!

They will never restart without adequate insurance cover!  They carried just 40 million.  So have been operating with criminally under insured insurance cover since 1986.

The legal fine is a cumulative some of although missing insurance.  Somewhere around 4.5 trillion each nuclear plant.  Sizewell B has never had adequate insurance cover.  Billed as an illegal extension to the demolished Sizewell A.

Spread out over the local area!  Increasing local air temperature by 25° C.  Above the temperature for snow and ice.  Which melts into pure water vapour.  We no longer have a winter time sprinkling of snow over the city air.

Every house owner wants their own little plasma power plant in the cellar, generating a 65 kW of mains AC current.  Giving us free carbon zero electricity, with an annual check for 180,000 UK pounds.

Light engineers can produce and sell the plasma power plants to the world.  Giving even African villages access to carbon zero electricity for free.  With ener applicants cities, the console the AC current to the national grid.
