We use O physics! This is being written in the UK, but he applies equally well all over the world. It is high school science. By definition the clear water down to 0° C, boils and a one metre of vacuum. Even ice goes directly into water vapour!
I advocate using a 20 Watts solar vacuum pump. 1 W will boil off one metre of water a second. The other 19 W will transfer it into high tank or little reservoir.

Now a steam turbine has a 50% efficiency. So if we drive a boiler chamber, will get steam at eight atmospheres pressure 800° C as an estimate. We would generate 500 kW of carbon zero electricity,
Technically the wqithout DC current, but the steam turbines are sold to the electronics two players out mains linked AC current. My friends plasma would produce ½ MW of electrical power.
Every house needs just 8 kW! So we are driving 60 houses, or three medium sized businesses. And totally carbon neutral power!
And the maintenance department can set up the plasma Power System in the lunch hour! That use to be my job.
We're getting carbon zero electricity. And we use a steam after the turbine to provide free local area central heating. Totally carbon zero! Utilising just3x10⁻ⁱ⁶cc of regular water a year. Two is for a volume ever to worry about in 100 lifetimes.
So we are getting at cost free E carbon zero electrical power. Without the use of production of radioactive materials. Present uranium nuclear power knees annual insurance cover of 100 billion per 100 MW power plant.
They carry a criminally insufficient 50 million. So the United Nations have legal imperative to shut down every uranium nuclear power plant on earth. Is so hosting fictitious the scientific conference is into carbon dioxide. There is so obviously do not understand!

Protested my solicitor had not paid for my studies. Which would have been legally amiss! Professor argent was so keen on the return to university, as my call case has settled providing funding for continues PH D's until I retired!
But the problem was, I thought up new factually based science. And global warming was not even real! Biologically preposterous rubbish. The biggest external funder of higher education, was a lot of nuclear power funded scientific nonsense.
Last summer saw professor Z in 2015, as discussing molecular nuclear fusion with him: which after all was based on his ideas of the fluid turbulence of steam or high pressure water doing molecular nuclear fusion.
3 H₂O+TU→He+O+E²+X-ray TU=fluid turbulence. So his big scientific contribution to life on earth! He was in Paris to even to contemplate. He protested he had never have heard of it. Whose uncle helped devise cold fusion at Columbia University. So he was just extending the ideas.
I explained it was my name by his scientific idea. He remained unimpressed! As uranium nuclear power advent bought them a professorship in chemical and process engineering. And he lost interest in nuclear fusion.
Every clever guy, but like all academia, they could be bought with cold hard cash. What a waste!
